This particular refinery is in North Dakota, where it can refine product to feed the equipment in the North Dakota oil fields. As a general case, the market is just not there to support spending the eight billion dollars it would take to bring a new refinery of reasonable size on line. Phillips 66, the largest pure-play refiner in the country, has said as much.
